About the Speaker

Pradeep Tharakan has over 17 years of experience focused on global energy and environmental issues. His primary expertise is in the origination, financing, and delivery of large-scale clean energy investment programs in the public sector; policy analysis; the fostering of inter-governmental and public-private partnerships for effective development action; and development research.

Pradeep has worked for the Asian Development Bank (ADB) since 2010. He currently serves as a Principal Energy Specialist at ADB’s Thailand offices, and oversees ADB’s sovereign lending and policy support for energy activities across Cambodia, Laos, Malaysia, Myanmar, Thailand, and Viet Nam. Previously, he was ADB’s Energy Team Lead for Indonesia and was based in Jakarta from 2012-2016. Pradeep has been involved in the origination, implementation and close-out of public sector energy infrastructure projects in southeast Asia totaling 2.6 billion USD. This includes solar parks, large hydropower projects, and cross-border power trade projects. He has led project facilitation and policy advisory work across a variety of technology areas such as solar auctions, off-shore wind power development, carbon capture and storage, rural electrification, and energy efficient lighting; and a range of financing modalities such as blended finance including use of climate finance; green bonds, and policy-based and results-based loans.

He is currently also assisting the governments of Cambodia and Malaysia to develop long-term power sector development plans, and transition roadmaps for greater inclusion of renewable energy sources.

Pradeep’s research has been published in Nature, Energy Policy, and the Energy Journal, among others, and as ADB reports. Pradeep has a PhD in Energy and Natural Resources Management, a MBA, and a master’s degree in Public Policy and Administration.
